This position is in the Department of Health (DC Health), The HIV/AIDS, Hepatitis, STD and TB Administration (HAHSTA). DC Health promotes health, wellness and equity, across the District, and protects the safety of residents, visitors and those doing business in our nation’s capital. In addition, DC Health’s Strategic Plan includes five Strategic Priorities: 1) Promote a Culture of Health and Wellness; 2) Address Social Determinants of Health; 3) Strengthen Public-Private Partnerships; 4) Close the Chasm between Clinical Medicine and Public Health; and 5) Implement Data-Driven and Outcome-Oriented Approaches to program and Policy Development.
The mission of the HAHSTA is to reduce the incidence of HIV/AIDS, Hepatitis, STD’s and TB, reduce transmission of the diseases and provide care and treatment to persons with the diseases, so that District residents can minimize their changes of infection and live healthier lives. HAHSTA partners with health and community-based organizations to offer testing and counseling, prevention education and intervention, free condoms, medical support, free medication and insurance, housing, nutrition, personal care, emergency services and more for District residents and the metropolitan region. HAHSTA administers the District’s budget for HIV/AIDS, Hepatitis, STD’s and TB programs, provides grants to service providers, monitors programs, and tracks the incidence and prevalence of HIV/AIDS, Hepatitis, STD’s and TB in the District of Columbia. HAHSTA also operates a free STD clinic and TB Control Clinic and serves as the administrative agent for the Eligible Metropolitan Area (EMA) for HIV care, treatment, support services and housing assistance, working in tandem with the area jurisdictions.
This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.
The individual selected for this position will oversee and plan the implementation of comprehensive and essential health and support services, health education and information, counseling and testing, epidemiological and surveillance activities, community outreach, and interventions. They will be responsible for providing leadership, guidance and administrative direction and management to the HAHSTA; this includes establishing goals, objectives, programs and activities, and directs and manages programs and grant functions for HIV/AIDS, Hepatitis, STD and TB in the District of Columbia.The incumbent will be tasked with ensuring that the development and implementation of overall policies and procedures are consistent with Federal and District laws, guidelines, and regulations. They willestablish policy guidelines for the oversight, development, implementation and monitoring of all contracts, grants and sub-grants; and direct the strategic planning and evaluation processes, and quality assurance of services provided directly by HAHSTA and through HAHSTA providers.
