Job Summary
The Deputy Director for the Clark County Public Health department is a senior management position, working in coordination with the senior leadership team and reporting to the Public Health department Director/Health Officer, with executive-level responsibility for the administration of the Public Health department. The Deputy Director provides policy leadership and administration in concert with the department Director for all the service units and programs within the department, and manages the department in the absence of, or at the request of, the department Director.

Examples of Duties
Key or typical tasks and responsibilities:
Manages day to day operations of the department. Supports Public Health Services managers and staff in responding to issues and emergencies, developing and executing solutions, and maintaining reliable and effective operations.
Serves as acting department head in director's absence.
Oversees implementation of department strategic plan; facilitates weekly Leadership Team tactical meeting, and quarterly Leadership Team meetings on strategic plan and other operational components.
Inspires and leads department towards high performance, quality, accountability, and excellence.
Demonstrates ethics and integrity; builds a trusting and safe work environment.
Provides leadership, consensus building, and collaboration on a broad range of complex issues with various participants, stakeholders, subordinates, and executive management.
Develops and implements communications planning for the Board of Health and Public Health Advisory Council.
Develops, in conjunction with Human Resources, strategies for department recruitment, retention, and succession planning efforts.
Serves as department’s main point of contact for facility issues and needs; maintains regular communications with the building manager to assure timely response to facility and maintenance issues; represents department on Center for Community Health Tenants Committee and other committees as assigned.
Serves as the department’s liaison with the Human Resources and other departments. May serve on labor negotiation teams as management representative.
Develops and monitors administrative controls to identify and mitigate fiscal, legal, strategic, contractual, and personnel risk and liability for the department.
Responds to and resolves complex and sensitive complaints from the p0ublic, community partners, county leaders, and department staff.
Represents the department as an executive leader in response to media inquiries.
Guides internal teams to engage in department-wide high priority initiatives and works collaboratively with senior leaders to identify process improvement opportunities.
Provides expert guidance to other departments, the public, and/or outside agencies.
Participates in and supports emergency management response efforts and is prepared to serve in a command position under emergency incident command structure.
Policy and Quality Management
- Maintains working knowledge of local, state and federal legislative mandates and regulations, best clinical and operational practices, and program requirements
- Directs the administration and development of department areas by reviewing reports, data, and consultation with assigned program directors and managers
- Leads establishment of strategic quality goals and objectives, metrics, and quality improvement plans; oversees the development of policies and procedures
- Manages planning and development of projects for planning, compliance, and outcomes monitoring
Department Administration
- Provides leadership and direction for the communications team; develops, implements, and evaluates communications strategy and procedures for the department
- Provides leadership, policy and management direction for the operations functions
- In conjunction with HR, leads employee development efforts including implementation of department-wide training
- Prepares reports, correspondence and materials in preparation for various boards, task forces and committees
- Attends meetings with County Manager, County Councilors, Clark County Board of Health, and Public Health Advisory Council
- Represents the department on interdisciplinary committees and task forces
- Participates in local, state, and national organizations that promote the advancement of public health
- Recommends and establishes administrative controls and improvements
- Guides development of justifications for budgetary recommendations and/or adjustments
- Participates in forecasting additional funds for staffing and resources
- In accordance with County policy, selects, directs and manages teh work of consultants for department level projects
- Investigates non-HR complaints and recommends corrective action as necessary
- Performs other duties as assigned

Qualifications
Education and Experience:
Bachelor’s Degree in business administration, management, public administration, public health, liberal arts or other related discipline, and a minimum of 5 years of increasingly responsible experience in administration and related areas including senior leadership roles with demonstrated success in leading organizational change, demonstrated practices of teamwork, respect, integrity, innovation, and ongoing commitment to personal and professional development. Experience in public health and a Master's Degree in public health preferred.
Knowledge of: public health principles, practices, and values; working knowledge of epidemiology, health planning, health communications, and information technology; public health issues; federal, state, and local regulations, services, and standards pertaining to the governance and requirements of a public health agency; evidence-based and best management practices related to improvement of public health; the social just ice underpinnings of public health, the social determinants of health, and racial equity principles in public health practice; conflict resolution, facilitation, team building, mediation, and negotiation; and experience with racial equity policy development, implementation, and evaluation.
Ability to: provide strong leadership, management, and administration; analyze financial data; work effectively in a political environment; express ideas both orally and in writing; use a personal computer and a variety of software to accomplish job functions; represent the needs of various employee groups in department planning and decision-making; prioritize various needs of the department, advance department culture and morale; work effectively with local, state, and federal funding, governing and regulatory bodies; understand change management principles; work effectively with the public and the media; manage teams, including the ability to motivate, encourage, support, and coach staff to optimum performance; communicate and listen effectively; build supportive and effective relationships with department staff, county leadership, regional/state/tribal leaders and community partners; plan, organize, coordinate, direct, evaluate, and budget; understand governmental and priority-based budgeting, and budget preparation, monitoring and evaluation; manage projects; apply information technology and business process improvements; establish, develop, and sustain key working relationships with a variety of organizations; work collaboratively and effectively with management and workforce teams and in collaborative relationships within the community.
