Reporting to both the University Senior Vice President for Finance and Administration for Campus needs and the Hospital COO for clinical needs, and in collaboration with colleagues across the enterprise, the Vice President of Facilities and Planning will provide strategic leadership, coordination, and administrative oversight to integrate master capital and facilities planning, design and construction services, physical plant management, engineering services, parking operations, and real estate functions of the University and its clinical campuses. This role will be integral inleading the efforts to implement the facilities master plan
The scope of responsibility and span of control includes functions associated with, maintenance and operation of Upstate’s facilities and grounds, and energy management. The position leads all efforts associated with stewardship of campus physical resources, and is instrumental in the development of policies and processes that inform planning, development and operation of the current facilities.
Responsible for planning, organizing, developing and directing all functions; establishing effective quality plans and achieving financial goals. Consistently exercises discretion and independent judgment through selection and management of staff; developing and overseeing budgets; developing standards of quality; evaluation of customer responses to services; ensuring departments are compliant for rules and regulations governed by various regulatory agencies. The main areas of responsibilities include: facilities master planning, physical plant management at both campuses, capital project planning and construction. The incumbent ensures that the goals of the university’s strategic plan are supported by adequate physical infrastructure and parking, appropriate capital and hospital planning, construction planning and design. This role will lead the long-range planning efforts to implement the Upstate Facilities Master Plan and will ensure that timelines and strategic targets are being met going forward.
