The Office of Vice President for Research (OVPR) of the University of Minnesota invites applications and nominations as they launch a national search for Associate Vice President for Research - Integrity, Compliance, and Creative Activities.
The Associate Vice President reports directly to the Vice President for Research (and Institutional Official) and will oversee critical research integrity and regulatory functions of the Institutional Review Board (IRB), the Institutional Animal Care and Use Committee (IACUC), and the Institutional Biosafety Committee (IBC) and the Office of Biotechnology Activities Oversight (OBAO). Further, this position will serve as the University’s Research Integrity Officer and Deputy Institutional Official and have delegated lead responsibility for ensuring that the institution fosters a research environment that promotes a culture of compliance, the responsible conduct of research and research integrity and actively discourages research misconduct. The AVP will have extensive regulatory knowledge, demonstrated sound research, regulatory policy judgment, and proven skills working with external regulatory agencies, accrediting organizations, leaders of regulatory functions, faculty, staff and students.
As a key member of OVPR’s academic leadership, this position will manage a large portfolio of internal investments in research advancement programs, partnerships, and creative activities. Emphasis from these investments will be on measurable increase in UMN external funding from federal, and state government agencies. Success in managing these investments will also be determined by collaboration across the University with key partners in college and campus leadership as well as externally with federal, state and community sponsors.
Responsibilities
Integrity and Compliance
The position will oversee the process of fielding and handling allegations of scientific and research misconduct involving members at the University of Minnesota, across the interface that extends from University faculty and staff to state, federal, and other regulatory leaders.
This position will oversee University research compliance and regulatory programs especially those related to our Human Research Protection Program (HRPP), institutional animal care and use programs, biotechnology, and digital infrastructure including data security.
The AVP serves as a representative of the Vice President for Research in correspondence and responses for communications with governmental agencies related to research integrity and compliance, and on key committees across the University. As such ongoing intimacy with state and federal laws and regulations, and national trends in all matters related to research integrity/compliance are central to the role.
This position has oversight responsibility across the system-wide research activities, and it will promote research integrity and compliance to support protection of research participants (human and animal) and staff in the conduct of the highest-impact research.
The position in partnership with RIACT (risk intelligence and compliance team) director will lead training and policy initiatives in research compliance integrity in coordination with OVPR leaders and other central University units.
The individual will play a key leadership role in the development and oversight of programming necessary to ensure a culture of research compliance.
The position will assist University colleges and departments to maintain a healthy research climate/workplace as required by funding agencies such as NIH, and will oversee an annual research workplace survey that informs the University’s robust approach to preventing and addressing discrimination, harassment, and retaliation.
Creative Activities and Partnership
The position will promote collaboration and partnership with the Council of Research Associate Deans (CRAD) to identify research issues that occur during the life cycle of a grant and assist in development of new policies related to optimum research operations; Organize monthly system-wide meetings to ensure close communication with Collegiate Associate Deans.
This position will work jointly with the appropriate units to facilitate government research requests and assignments to federal advisory committees.
Organizing “OVPR Distinguished Seminar Series” that hosts program managers from federal agencies to visit UMN. These seminars will be held on a quarterly basis.
This position will manage OVPR internal funding programs such as matching funds, staff awards, Grant-in Aid competitions, Minnesota Futures, and impact related grants and awards. This would include gathering ROI information, determining how to optimize the portfolio of support, and considering how best to conduct reviews of proposals or nominations.
Other areas of responsibility may develop over time with growth and needs of the research enterprise.
Appointment The percent time of this position is negotiable (100% is preferred). The position is an annually renewable P&A administrative appointment. Salary commensurate with education and experience. The position will be subject to annual review and evaluation, in consultation (if applicable) with the appropriate leader of the appointee’s academic unit.

A demonstrated commitment to an equitable and inclusive research environment is required.
A demonstrated ability to create and manage a large portfolio of federally funded research programs.
Minimum of ten (10) years of experience working in research program management, specifically research compliance with regulations related to human health, animal, biotech oversight, international research or data security. An equivalent combination of education and experience may be considered.
Demonstrated experience in addressing research misconduct.
Minimum of two (2) years of higher education administration, with experience in understanding, managing and resolving research compliance and integrity issues.
The selected individual will have qualification to become a tenured member of the University of Minnesota faculty and have a significant record of research
Preferred Qualifications
Accomplishments, including a successful track record of receiving and managing research funding.
Experience in working at the federal or state agency related to funding research at academic institutions.
Experience serving on IRB, IACUC, IBC and/or other related committees.
Membership in relevant professional organizations, particularly those related to research compliance administration, research integrity, misconduct, and promotion of an equitable and inclusive research environment.
Cross-departmental or cross-disciplinary work experience.
Experience working with internal governance at the University of Minnesota, or institutions of similar stature, as well as external agencies involved with research compliance and integrity.
Competencies
Proven knowledge of applicable laws, policies and procedures pertaining to research at governmental and institutional levels.
High level of confidentiality, professionalism and academic integrity.
Sound policy judgment, particularly on matters involving human research protection, animal care and use, biotechnology oversight and data security.
Proven skills in working effectively with faculty, staff, students and external agencies.
Excellent written and oral communication and presentation skills and ability to interact effectively with diverse research audiences.
Excellent organizational skills with the ability to work on multiple projects simultaneously.
