Founded in 2018, JMD Learning Services d/b/a A Plus Early Intervention is a social services agency providing early intervention services for babies 0-3 and children’s health home services. As we continue to expand, in 2024 we launched an initiative for Children’s Health Homes by contracting with lead health homes Community Care Management Partners (CCMP) and CBC.

Position Summary
The Chief Operating Officer (COO) is responsible for management and administration of multiple functions and business operations. This role provides subject matter expertise in project management, project scope definition, risk identification, project methodology, resource allocation and other areas of expertise. The COO is also responsible for the design, coordination and completion of operational improvement projects across various functional areas within the agency. The COO will review the department’s performance and effect change as needed to improve service, simplify workflow and assure compliance with regulatory requirements. They will effectively lead a team that is focused on making a difference for our clients. COO is also responsible for management and administration of multiple functions and general business operations, provider services and member services. This position manages daily operations of multiple levels of staff and multiple functions/departments across the Agency.
Scope and Responsibilities
Direct the day-to-day operations of the agency ensuring compliance with all pertinent rules, regulations, standards, contracts and guidelines.
Lead directives for recruiting, screening, interviewing, orienting, and supervising of all homecare/program staff.
Set business direction along with executives; develop, implement, and oversee operational models to meet the unique needs and business requirements for Homecare Agency.
Develop and direct an effective staff training and development program for field personnel. Identify areas in need of improvement, provide opportunities for growth, and conduct competency/proficiency reviews.
Oversee and manage the coordination of services for all clients, are in place to facilitate quality care.
Ensure that appropriate coverage/service availability is maintained on an ongoing basis.
Develop, implement, review and update all policies and procedures in accordance with the needs and rights of participants and caregivers, and in compliance with acceptable standards of practice.
Provide governance on network strategy and development.
Devise marketing strategies to further business development and increase overall revenue of the agency including contract negotiation.
Utilize effective problem-solving and decision-making skills, identify root cause of problems and issues, formulate potential solutions, solicit appropriate input, and evaluate ongoing effectiveness of solutions.
Owns end-to-end process improvement: definition of need, project plans, status updates, reporting and achieving results.
Encourage and support team building strategies, work with the team to develop systems that foster cooperation and coordination of efforts, and model and instill a sense of ownership of the team s activities in all team interactions.
Evaluate ongoing performance of team members and facilitate development of knowledge and skills.
Model professional behavior and communication with staff, clients and supervisors.
Short Term/Long Term Goals
Work with CEO to operationalize growth and strengthen efficiencies.
Work to recruit, onboard and train new hires (Managers/Directors for departments)
Grow Children’s and Adult Health Homes service lines
Grow Additional Programs in Early Intervention, ABA Therapy, Evaluations, CPSE
